    Person specification

We are looking for an enthusiastic individual who enjoys working collaboratively to tackle important statistical and data challenges across local government in Wales.

You will have experience of undertaking research and applying statistical analyses effectively, either in real-world situations or as part of your academic studies. With excellent interpersonal skills, you will be able to communicate information effectively to a range of audiences, for example, to explain research findings and to drive engagement with future projects. You will bring a ‘can do’ mindset, identifying opportunities for improvement and persuading others to go on the development journey with you.

    What we can offer

We are a learning organisation with a commitment to professional growth and development. We value our people and it shows. In addition to a generous annual leave allowance, our flexible working scheme allows employees to tailor their work to suit their individual needs whilst ensuring that the needs of the business and our customers are met. This includes hybrid working (from home or other locations).

We also operate a number of schemes to support our employees including:

    • A free employee assistance scheme (providing access to advice and guidance including counselling).
    • A basic private healthcare scheme (with the option to purchase additional cover for individuals or family members).
    • An electric vehicle leasing scheme (via salary sacrifice).
    • A travel season ticket loan scheme.
    • A ‘cycle to work’ scheme (via salary sacrifice).
    • The option to purchase additional annual leave.

    What we expect from you

With flexibility comes responsibility. We expect our staff to be self motivated and committed to our work.

    How we recruit

We are really interested in you as an individual and what you will bring to our organisation. We want to get the best from you at the application stage and our process is designed to help you demonstrate your strengths. There are two stages to the assessment:

    • A sift of paper applications (CV + cover letter)
    • If you pass the sift, an assessment event.

If you would like to apply for this role, please submit your CV and a covering letter (no longer than 2 sides of A4) to Jodie Phillips (jodie.phillips@data.cymru). The submission deadline is noon on 30 April 2025

We welcome applications in both Welsh and English. Applications received in Welsh will not be treated less favourably than English language applications.

If you are successful at the sift, you will be invited to our assessment event. Our assessment event goes beyond a traditional interview, giving you the opportunity to participate in activities across a realistic range of scenarios, as well as allowing you to get to know us!

We recognise that many potential candidates do not apply for roles unless they meet all of the listed criteria. We want to gain an understanding of your skills, abilities, and experiences. Perhaps you meet the criteria without realising it. If in doubt, we’d encourage candidates to apply and not self-select out of the opportunity.

Finally, we want you to demonstrate your full potential and are happy to discuss any person-centred adjustments to the recruitment process that you may require.

  • DataCymru

Data Cymru has been the victim of a cybersecurity incident that has affected our systems. We experienced a ransomware attack that has temporarily disrupted our operations. The nature of the attack was unauthorised access to our systems resulting in the encryption of certain data.

Upon discovering the attack, we immediately initiated our incident response plan, which included:

    • Isolating the affected systems to prevent further spread.
    • Engaging with our IT provider and cybersecurity experts to assist in the investigation and remediation.
    • The incident has been reported to the relevant authorities, and we are working closely with our ICT provider, our Data Protection Officers and the Information Commissioner’s Office.

We are in the process of identifying the data that has been encrypted and are contacting those directly affected. As a result, some of our systems are currently offline, and other data systems or dashboards may not be updated as frequently as usual.

We are continuing to monitor the situation closely and will notify you immediately if we discover any risks to your data. We have already taken the necessary steps to ensure that no further incident is possible. Please bear with us during this time.

We understand the seriousness of this incident and are committed to transparency and taking all necessary steps to protect our stakeholders. If you have any questions or need further information, please do not hesitate to contact us by emailing dataprotection@data.cymru. Alternatively, you can call me on 029 20909502.

  • Poverty dashboard

Our “A view of poverty” dashboard has been updated. The dashboard brings together data relating to measures of poverty across key themes. It is designed to help you understand more about poverty within your local authority area.

We've added some additional data, including:

    • The 2021 census data, broken down by local authority and lower super-output area, where available. Data updates include, deprived households, qualifications by age, household tenure and household occupancy.
    • Data from the Trussell Trust on food parcels and distribution centres.
    • Data about families with absolute and relative low income, including those families in employment.
    • OFCOM data about digital poverty.
    • Additional data from the National Survey for Wales, specifically under the ‘health’ and ‘physical environment’ themes.

  • Equalities dashboard

Understanding the views of residents is essential for effective governance. Resident surveys are an important way of gathering this feedback. However, prior to this project, all resident surveys run in Wales were unique. This made it difficult to compare results from one council to another. We identified an opportunity to improve the consistency and comparability of these surveys by taking a ‘Once for Wales’ approach.

In collaboration with the Welsh Local Government Association (WLGA) and local councils we developed a consistent, modular, bi-lingual resident survey that would be offered to all local councils in Wales. The specific aims of the project were to:

    • Reduce development and running costs through standardisation and centralisation;
    • Enhance data quality and comparability through standardisation;
    • Deliver useable insight via a results dashboard; and
    • Prompt improvement conversations through comparison and benchmarking.

We launched the National Resident Survey in July 2024, just six months after the first discussions. In this time, we developed the national survey, signed off data protection and sharing approaches, and created a dissemination dashboard.

  • Equalities dashboard

We are pleased to announce that our new ‘Understanding equalities’ dashboard is now available. This dashboard was inspired by the ‘Is Wales Fairer?’ report published by the Equality and Human Rights Commission (EHRC), which uses data to assess progress on equality and human rights in Wales.

The dashboard is designed to support local councils in Wales to understand to what extent everyone can prosper and thrive at a local level. It brings together equalities data, from various sources, into one place. It allows local councils to see how each population cohort is represented and compares this across different groups.
